Does the NJ Personal Student Internet Enabled Device Ban for 2026-27 school year benifit or not?
As the 2026-27 school year takes a major shift on student personal internet enabled devices, I am writing this to point out what happens now in our West Windsor Plainsboro schools.
On January 8, 2026, then Governor Murphy signed legislation (P.L.2025, c.195) requiring the Commissioner of Education to establish guidelines and mandates for each board of education across the state to adapt a strict "bell-to-bell" ban for personal internet enabled devices during the school day through grades Pre K to 12 in all the New Jersey Public Schools. Although the purpose of this law was to maximize academic engagement, face-to-face interactions, and minimize the emotional and behavioral distractions by social media, and all the other apps that are non-academic, there are cons and pros about this.
For many years, until 2026-27 West Windsor Plainsboro schools, especially High Schools had a "Bring Your Own Device Policy", where students were permitted to "Bring Their Own Devices" to school, this included but wasn't limited to cellphones, smartphones, iPads, iPods, electronic tablets, personal laptop/computers, and bluetooth speakers. Students were permitted to use devices at the teacher's discretion but were required to follow their rules and guidelines. Students were permitted to use devices in lunch, study hall, sub study/Upper Dining Hall, passing time, and after school at their own risk. This gave the High School kids opportunities for autonomy, and more.

Elementary Schools
For elementary students in Kindergarten through grade 5, expectations remain similar to last year. Students who commute on a school bus are permitted to have their devices powered on during their bus ride to and from school. Students are not allowed to use or be on their cell phones on the school bus. Once students arrive on school grounds and throughout the school day, devices must be turned off and stored away in a backpack or cubbie.
Middle Schools
The expectations for the middle school students have not changed much from last year to this year. Again, the middle school students are allowed to use their devices on the bus, but once they arrive at school, their personal internet-enabled devices need to be turned off and put away until the end of the school day. This also included smartwatches and other personal internet-enabled devices.
High Schools
For the high school students (grades 9–12), personal internet-enabled devices must also remain powered off and stored in backpacks or lockers throughout the entire academic day, including during lunch and passing periods, with Study Hall and Sub Study Hall too.
What should the rules change for next year if NJDOE allows the guideline changes with unstructured times?
What should be appropriate guidelines IN MY OPINION?
- Elementary Schoolers - The ban should be bell to bell throughout the entire academic and non academic school related day including lunch, and recess periods, for local district discretion to make it more stringent to bus, after school programs, school sanctioned events, etc. Students should be furnished with all school issued devices, and headphones must be wired, not wireless. I think this because, the students don't own cellphones and the gadgets mostly.
- Middle Schoolers - The ban should be through entire academic day including lunch, recess times, etc, but should give the personal internet enabled device use permission for students after school, in school sanctioned events, buses, etc, the ban should only be bell to bell, so that way students can decompress, entertain themselves after after school, and before, during the pre bell. Again, the school should have district issued devices only. Students by this age start getting more gadgets, and should have times to use it, but ban through academic day to teach the low tech behavior first, before High School.
- High Schoolers - The ban should be per each class for non academic use, and teachers should discrete educational use only, and students must be required to follow teacher's rules and guidelines. Students should be permitted to use their devices for non academic use in lunch, study hall, passing transition periods, sub study halls, and all unstructured times, including after and before the bell. Students who violate the device use should have individualized consequences, rather than the blanket ban. The reason why this is because, High Schoolers have loads of work, and need more time to entertain themselves in unstructured times, or decompress, because banning everything including bluetooth headphones is unacceptable for High School kids being treated like Middle School or Elementary School kids. By this age, cellphones and gadgets are not only toys, but they become tools too, and most High School people are having it more at homes, to meet the age appropriate teachings, students should have non academic use banned in classtime only, and should permit use in all unstructured times including after and before school, school sanctioned events, field trips, buses, etc, as students and adults need to learn how to manage high tech materials, etc.
This is a correct more of age appropriate style and I think this should be the change on the NJDOE guidelines and documented for our next 2027-28 school year, and this proof comes from many places, and people in West Windsor Plainsboro High School North have been so anxious, making things worst, etc.
As always, there must be approved exceptions for students where specific needs require device use. For example, an accommodation in an IEP, 504, documented health plan, or for translation services. Each of these exceptions must be documented accordingly.
