To qualify as a "Rising Star Youth of Mercer County" one must either still be in school or under 29 years of age, and be a resident of Mercer County. The scholarship granted must be used for  philanthropic endeavors aligned with the mission of the MCDL, to preserve and protect land, commerce and community.
